How to blur or pixelate an image

Can I blur just one part, like a face?

This tool blurs the whole image. To hide one area, crop that area out first, or pixelate the whole picture at low strength.

Is pixelating safe for hiding text?

Strong pixelation hides text well. Light blurs can sometimes be partly reversed, so use a high strength for anything sensitive.
